Heading WUR Project Office in Dhaka, working on DeltaCap, BDP2100, JCP, and involved in Delta Alliance.

This is indeed a great done by Catharie Terwisscha van Scheltinga and her fellow researchers and planners.  I guess the Bangladesh Delta Plan (BDP) included not only training and planning, but also infrastructural development. I have the curiosity of how the institutional capacity building components would have performed in a scenario were no investment in infrastructure was secured or promised or committed; or the BDP started only as a planning process without secure sources of funding and investments for infrastructural development in the pipeline.
