Is the water sector already doing problem-driven iterative adaptation?

Fascinating to have Lant Pritchett translate problem-driven iterative adaptation (PDIA) for the water sector, and William Muhairwe reflect on how some similar principles have been applied in turning around Uganda's NWSC. My impression is that explicit PDIA or adaptive development is not often done in water (see e.g., but maybe I'm wrong - adaptive water resources management is a concept that has been around a long time and may have some similarities. What about WASH? Is anyone collating experiences?
